VSC : autosport.com

The VSC (Virtual Safety Car) is a system to slow the cars down to a safe speed while the problem is solved on the track, without dispatching the full safety car.

Drivers must slow, immediately, to follow a predetermined delta time, about 30% slower than a normal race lap, and they are not allowed to overtake

Once the issue is resolved the VSC light is switched off and racing resumes.
