An F1 garage is just that. A secure area for teams to set up their equipment and work on their cars. FIA grade race tracks used for F1 events will have a requirement to provide garages of a high specification. 

Garages are allotted by team ranking with the current champion able to select the garage they want. The rest are allocated by how they line up behind the champion. 

Garages have a curfew to prevent teams from working too late into the night to ensure the pit crew are fit to operate safely during the sessions.
